Representative Allister Chang is the first Asian-American to be elected to the D.C. State Board of Education (DCSBOE).
Representative Chang's focus on the DCSBOE is to advance literacy.
In 2019, only 30% of fourth grade students in DC performed at or above the proficient level on the National Assessment of Educational Progress exam in reading, ranking DC47th nationally. To support literacy learning across the District, Representative Chang has proposed and advocated for:
- High dosage tutoring
- School librarians
- Structured literacy training
In October 2021, Representative Chang created a Literacy Steering Committee to strengthen collaboration across various literacy stakeholders in DC. This work builds upon research he previously conducted with UNESCO's Institute for Lifelong Learning.
Representative Chang also serves on the Advisory Board of the Library of Congress Literacy Awards and was on the 30 Under 30 List of the International Literacy Association in 2019. He holds a Master's in Public Policy from the Harvard Kennedy School.
