SR24-16 calls for an end to legacy and donor admissions preferences at postsecondary education institutions within the District of Columbia, excepting those whose student populations are comprised of at least 30% Pell Grant-eligible students. The State Board reasons that legacy and donor preferences in colleges admissions unfairly advantage applicants wealthier, often white, families. Many colleges have stopped using such preferences, and several states have banned them to promote fairer admissions processes.
