SBOE Welcomes Panel on High School Growth

Agenda for April 24 public meeting released.

Washington, DC - The DC State Board of Education (SBOE) will hold its monthly public meeting on Wednesday, April 24, 2019, at 5:30 pm in the Old Council Chambers at 441 Fourth St. NW. During this meeting, SBOE members will welcome experts from non-profits, local and national education policy organizations, and universities for a discussion on different ways to measure student and high school growth in public schools. Additionally, the State Board will recognize National Financial Literacy Month with a ceremonial resolution.

The SBOE panel of academic growth experts will include the following individuals.

Academic growth, the progress a student makes over a particular time period, is one of the indicators used by the District in its STAR Framework and in its school report card. Growth can be measured in a number of different ways. In the District of Columbia, the Office of the State Superintendent of Education (OSSE) uses Median growth percentile (MGP) to measure student progress at a school as compared to students’ progress in comparable grades across the nation. MGP identifies student growth by comparing a student’s PARCC scores to other PARCC consortium students and creating a school-wide metric. Growth to Proficiency measures the percentage of students in a school who are demonstrating sufficient growth on the PARCC assessment to meet or exceed standards in five or fewer years. There is currently no high school growth measure included in the STAR Framework; OSSE intends to bring a report to the State Board in the coming months on the issue.

National Financial Literacy Month is an opportunity for educators to focus on developing financial literacy and understanding in students before they enter the full-time workforce. The State Board will recognize the importance for students in the District of Columbia and their families to understand and manage personal finances.

Public Testimony

All students, parents, educators, and community members are invited to provide testimony at public meetings. Individuals and representatives of organizations who wish to comment at a public meeting are asked to notify Board staff in advance by phone at (202) 741-0888 or by email at [email protected] no later than 48 hours in advance of the meeting. An electronic copy of testimony must be received no later than 48 hours prior to the meeting. Individuals are asked to furnish their names, addresses, telephone numbers, and organizational affiliation, if any. Individuals must also bring at least fifteen (15) copies of their written statements with them to the meeting.

The SBOE will hold a Board member retreat on May 2 from 10 am to 3 pm in Room 1117 at 441 Fourth St. NW to receive training and assist in the development of members, including a review of its current strategic plan. This meeting will be closed to the public under DC Official Code § 2–575(a)(12).

About the SBOE

The DC State Board of Education is an independent agency within the Government of the District of Columbia that advises the Office of the State Superintendent of Education (OSSE), the District’s state education agency. The State Board is comprised of nine elected representatives, each representing their respective wards, with one member representing DC at large, and two appointed student representatives. The State Board approves statewide education policies and sets academic standards, while OSSE oversees education within the District and manages federal education funding.
